Terraform vs Pulumi in 2026 - Which One Should You Learn First
The Question Every DevOps Engineer Asks #
Every junior DevOps engineer asks me this. Terraform or Pulumi? Which one should I learn first?
The honest answer is: Terraform. But the full answer is more nuanced than that.
Here is everything you need to know to make the right decision for your career in 2026.
What is Terraform #
Terraform is an open source Infrastructure as Code tool created by HashiCorp. You write declarative configuration files in HCL (HashiCorp Configuration Language) and Terraform figures out how to create, update, or delete your infrastructure.
Example of a simple Terraform resource:

Terraform has been the industry standard for IaC since 2014. It works with every major cloud provider and has a massive ecosystem of modules and providers.
What is Pulumi #
Pulumi is a newer IaC tool that lets you write infrastructure code in real programming languages - Python, TypeScript, Go, Java, and C#.
Same AWS instance in Pulumi using Python:

The key difference: Pulumi uses real programming languages. Terraform uses its own DSL called HCL.
The 3am Incident - Terraform State Lock Nightmare #
This is the scenario nobody writes about. But every senior DevOps engineer has lived it.
It was a Friday evening. A CI/CD pipeline triggered a terraform apply for a production ECS cluster update. Halfway through the apply, the pipeline runner crashed. The apply never completed.
The next morning nobody could run terraform plan or terraform apply. Every command returned this:

The state was locked. The CI runner that held the lock was dead. Nobody could touch production infrastructure.
Why This Happens in Terraform #
Terraform uses a DynamoDB table for state locking. When terraform apply starts it writes a lock record to DynamoDB. When it finishes it deletes that record.
When the process crashes mid-apply the lock record never gets deleted. Terraform sees the lock and refuses to proceed. It has no way of knowing the original process is dead.
How to Fix Terraform State Lock #
Step 1 - Confirm the lock exists in DynamoDB:

Step 2 - Verify the process that held the lock is actually dead. Never force unlock if there is any chance another apply is still running. This is critical.
Step 3 - Force unlock using the Lock ID from the error message:
terraform force-unlock 8a3c2f1d-4b5e-6789-abcd-ef0123456789
Step 4 - Check your state file is not corrupted. Run terraform plan and carefully review the output. If resources show as needing to be destroyed that should not be destroyed your state is partially corrupted.
Step 5 - If state is corrupted restore from the S3 versioned backup:

Step 6 - Run terraform plan again. Verify the output is sane before running apply.
The Real Danger #
The dangerous part is not the lock. The dangerous part is not knowing what state your infrastructure is actually in after a partial apply.
Some resources may have been created. Some may not. Terraform’s state file may not match reality. Running terraform apply after a partial apply can create duplicate resources or destroy things that were just created.
Always run terraform plan and read every line before running apply after a state lock incident.
How Pulumi Handles the Same Situation #
This is where Pulumi genuinely wins over Terraform.
Pulumi’s state management is fundamentally different. By default Pulumi uses Pulumi Cloud for state which has:
- Automatic state snapshots before every operation
- Conflict detection built into the backend
- A web UI showing exactly what happened during each deployment
- Automatic rollback capability if an operation fails midway
When the same pipeline crash happens with Pulumi you get this in the Pulumi console:
error: the stack is currently locked by another update in progress
To force unlock the stack, run: pulumi cancel
One command. No DynamoDB hunting. No manual lock record deletion.

Pulumi also keeps a complete history of every deployment with the exact resources that were created, updated, or deleted. After a crash you can see exactly where it stopped.
This is the one area where Pulumi is genuinely superior to Terraform. State management and recovery is significantly better in Pulumi.
Prevention - How to Avoid State Lock Disasters in Terraform #
Always enable S3 versioning on your state bucket - this gives you point in time recovery
Set up a DynamoDB TTL on lock records - orphaned locks auto-expire after a set time
Add state lock timeout to your CI pipeline:
terraform apply -lock-timeout=10mNever run terraform apply manually in production - always through CI/CD with proper error handling
Configure your CI pipeline to run terraform force-unlock automatically when a pipeline retries after a crash - but only after confirming no other apply is running
Head to Head Comparison #
Job Market in India 2026 #
Terraform wins by a massive margin.
Jobs requiring Terraform: extremely common across product companies, service companies and startups. Jobs requiring Pulumi: rare - mostly product companies with strong engineering cultures.
If your goal is to get hired, Terraform is non-negotiable.
Learning Curve #
Terraform is easier for beginners. HCL is simple and readable.
Pulumi requires strong programming language knowledge first. If you know Python or TypeScript well, Pulumi is natural. If not, there is extra complexity.
When Each Tool Wins #
Terraform is better for:
- Teams with mixed skill sets
- Most Indian IT companies and startups
- When the entire team needs to understand the IaC code
- Simpler infrastructure with less conditional logic
Pulumi is better for:
- Teams with strong software engineering backgrounds
- Complex infrastructure requiring loops, functions, and classes
- When state management and recovery matter more than anything
- Product companies with strong engineering cultures
Licensing #
In 2023 HashiCorp changed Terraform’s license from open source to BSL. This led to OpenTofu - a truly open source fork with identical syntax. Most companies still use Terraform in 2026 but OpenTofu adoption is growing.
My Recommendation #
Learn in this order:
- Terraform first - master HCL, state management, modules, and workspaces
- Understand state locking deeply - know how to recover from disasters before they happen
- OpenTofu awareness - understand why the fork exists
- Pulumi later - once you are strong in Python or TypeScript
Do not try to learn both at the same time. Master one first.
Minimum You Need for Interviews #
For junior roles:
- Write basic Terraform configurations
- Understand state and why remote state matters
- Use existing modules from the Terraform registry
- Know what a state lock is
For mid-level roles:
- Write reusable modules from scratch
- Remote state with S3 and DynamoDB locking
- Handle state lock incidents - this question comes up in every senior interview
- Terraform import for existing infrastructure
For senior roles:
- Design module architecture for large teams
- Terraform at scale managing hundreds of resources
- CI/CD integration with proper state lock handling
- Cost estimation with Infracost
